arc-mainnet: pin reth+consensus 0.8.0 (reth 2.2 Storage V2)

Browse Source 
0.7.2 (reth 1.11) panics in alloy-trie on the V2 snapshot datadir. Matches
context.yml + the arc-testnet pin. Archive seeded from snapshots.arc.network
and serving on rpc-de-16.
