Update taiko-hekla nethermind to 1.36.0, fix linea-sepolia sync mode

- taiko-hekla nethermind: 1.35.8 -> 1.36.0 (security + Taiko fixes)
- linea-sepolia-besu: SNAP -> FULL sync mode (SNAP broken for Linea)
