cb7bb80490 fix: bitcoin rpcallowip IPv4, babylon BLS pre-create, tac peers+cosmos RPC 
- Add -rpcallowip=0.0.0.0/0 family-wide via bitcoind template regen
- Pre-create empty-password BLS key in babylon init.sh (v4.3.0 EOF fix)
- TAC: seeds+persistent_peers, CometBFT :26657 traefik, protocol cosmos

d058fe1db1 Add DigiByte and Dash mainnet bitcoin-family RPC nodes. 
DigiByte uses a tarball-install digibyted.Dockerfile (v9.26.3); Dash uses
dashpay/dashd:23.1.7. Both follow the dogecoind bitcoind pattern for RPC
auth, ZMQ, traefik, and x-upstreams wiring.
