avalanche C-chain configs: select APIs via eth-apis (defaults + debug/debug-tracer/debug-file-tracer/debug-handler); the legacy *-api-enabled flags are ignored by avalanchego 1.14.2 (canary rpc-de-22: debug_trace* now served)

avalanche C-chain configs: debug-api-enabled true (mainnet pruned/archive/firewood, fuji pruned/archive) so the advertised dshackle debug group is actually served (dRPC routed 110 debug_trace* calls/day into method-not-available)
