Claude Agent 27f10b29d3 babylon: pass --no-bls-password on babylond start ...

babylond v4.3.0 prompts for a BLS key password on every start when
bls_key.json exists unless start gets --no-bls-password; without it RPC
replicas crash-loop with "failed to get BLS password: EOF".
