claude 8f2e21dafa plasma/mainnet: fix observer bootstrap peers and add trusted_peers + announce_address ...

- Keep working bootstraps: cs-1, cs-4, cs-9 (verified TCP 34070 open)
- Remove non-responding bootstraps (cs-0, cs-2, cs-3, cs-5, etc.)
- Add trusted_peers section with the three working bootstrap nodes
- Add announce_address = '0.0.0.0:34070' for inbound P2P connectivity

Fixes issue-5201: Plasma mainnet observer consensus catch-up stall
