Adds jovian_time/karst_time (rollup.json) and jovianTime/karstTime (genesis.json) for zircuit garfield and mainnet, values from the live sequencers via check_fork_times.py --fix:

Why: our garfield config stopped at Isthmus, so rpc-de-11 forked at Jovian (~block 23712660 on 2026-08-26) — that is the "wedge" behind the 30-day syncing state — and the fresh Conduit-snapshot bench copy on de-32 cannot parse post-Jovian L1-info deposits ("data is unexpected length: 178"). Mainnet activates Jovian in 11 days; us-16 needs the file + a force-recreate before then.

Rollout: deploy-compose-repo de-32 + force-recreate garfield (bench), then us-16 + force-recreate before 2026-09-15.
